So, people have been wondering how to take out Halcyon? My plan is to raid their merchant ships. I am handing out letters of marque and reprisal, which allow certain pirate ships to attack the enemy. I also am founding a new UN, so everyone’s voice can be heard. I am accepting applications from everyone, including Halcyon.

And sinking merchants are considered a warcrime, a blockade is not Since a blockade is just having your military ships hold merchants to not enter the area.
Meanwhile sinking merchants is a warcrime since you possibly sinking innocent people and possibly foreigners which may end up being another war
