The reasoning is quite simple. The people of Tundra City (Meatlandia-FRES) need more power due to the rise in civilians so we are installing a nuclear power plant east of the city. To avoid any disasters (plane crashes, radio interference, etc.) we have decidedto make the airspace restricted. All who fly in the airspace will be fined up to $3000. Anyone who flies an armed plane in the airspace will be shot. I know this sounds extreme but its for the good of the countrey and the world.
The FRES will pay a large sum of money for a large nuclear reactor core to install into the power plant.
