then War Plan Alpha must be changed to include more Anti-Air units.

Pacifica renders aid to Navada in the form of interceptors to take down Nuclear Bombers and or cruise missiles. Although Pacifica wants to remain neutral, nuclear arms directly effect the Pacifics ecosystem and ability to obtain oil.
