You use a text editor. Notepad is what I use.
@HellFireKoder What I meant is how to edit parts, sorry for the misunderstanding.
@JMicah4 @OrionAstronaut keep in mind, that is just XML editing, though it does seem that's what you're asking for, it's not a "proper" mod, which is made with Unity and the SimplePlanes mod tools package.
