Agenda item: Establishment of the Konzernsicherheitsdienst (KSD) and the restoration of corporate self-defense programs in host countries.

PROPOSAL:

In light of the resumption of our activities and the unstable international situation, the AMFK Concern is initiating the creation of the Concern Security Service (Konzernsicherheitsdienst — KSD).

The KSD’s first strategic task will be the implementation of the “Legionnaire” program (Projekt Legionär) — the formation of mixed self-defense units within the armies of partner countries.

1. PURPOSE:
   To ensure the security of AMFK assets, personnel, and related civilian infrastructure in sovereign states where we operate, while not violating local or international legal norms.

2. STRATEGY:
   AMFK will approach the authorities of the following friendly states with a proposal to establish separate self-defense contingents within their national armed forces:

· Fishland
· Republic of Spin
· Kingdom of Check-or-slow-vak-air

1. AGREEMENT CONDITIONS:
   These units shall be placed under joint operational control (gemeinsame operative Führung):

· 50% — the AMFK Concern (through the Konzernsicherheitsdienst)
· 50% — the General Staff of the host country.

1. LIMITS ON EMPLOYMENT:
   Self-defense forces may be employed EXCLUSIVELY for the following purposes:

· (PROHIBITED) Delivering preemptive strikes or conducting offensive operations against any sovereign state.
· (PERMITTED) Protection of population centers, civilian industrial facilities, and enterprises owned by or affiliated with the AMFK Concern.
· (PERMITTED) Providing support to law enforcement agencies in response to large-scale emergencies.

1. ACTIVATION PROCEDURE:
   Any employment of these forces in conditions of conflict or crisis requires unanimous sanction from:

· The Concern’s Konzernsicherheitsdienst (KSD).
· The General Staff of the host country in which the unit is based.

This proposal is submitted for a vote by the Board (Direktorium).
