In recent days, the Imperial Republic of Spin engaged in patient diplomacy and firm negotiation to resolve the unprovoked actions of Your-Pan in Bruh-zil. Your-Pan’s forces have been given clear orders to withdraw. They complied with an ordered withdrawal — yet their compliance was accompanied by deliberate criminal acts: the burning of forests, systematic pillage of civilian property, and the theft and desecration of cultural artifacts in territories that are protected under the Valencia Accord.
These acts are intolerable. Bruh-zil is a signatory of the Valencia Accords; its sovereignty and infrastructure are under the protection guaranteed by our treaty. Under Article XVI (Colonial Stability Mandate) and Article XX (Preservation of Antiquities and Heritage Sites) of the Valencia Accords, these crimes constitute a direct violation, and the Accord empowers collective action to restore order, repair damage, and bring the perpetrators to justice.
Therefore, by presidential decree and with the authorization of the Valencia Accords:
Sanctions Increase: The Empire’s previously enacted sanctions upon Your-Pan — currently affecting 50% of regulated critical exports — are hereby increased to 70% effective immediately. This escalation is intended to deprive those who financed, enabled, or tolerated the criminal acts against the economic lifelines while preserving essential humanitarian channels for civilians.
Coalition Formation: The Imperial Republic of Spin is convening an allied coalition under the Valencia Accords framework. This coalition will include willing Accord signatories and partner states prepared to:
Provide naval and air patrols to secure maritime and aerial approaches to Bruh-zil;
Offer logistical, intelligence, and humanitarian support;
Contribute peacekeeping and stabilization forces if requested by Bruh-zil’s lawful representatives.
Authorization to Intervene: Pursuant to Article VI (Strategic Crisis Arbitration Clause), and with evidence of mass environmental destruction and cultural pillage, Spin is authorized to employ limited and targeted military measures to:
Secure and protect endangered cultural sites and public infrastructure;
Interdict and seize stolen artifacts and contraband in transit;
Enforce no-fire and exclusion zones to prevent further environmental damage by residual forces;
Deter further hostile aggression by Your-Pan actors linked to these crimes.
Humanitarian and Cultural Protection Measures: Under Article XIX (Humanitarian Maritime Relief Rights) and Article XX, Spin will immediately dispatch:
Humanitarian flotillas and emergency relief convoys for affected civilian populations;
Specialist Cultural Defense Guards (CDG) and conservators to inventory, recover, and secure artifacts;
Forestry and environmental mitigation teams to begin remediation of burned lands.
Legal & Reparations Demand: The Imperial Republic of Spin demands that Your-Pan:
Publicly acknowledge and condemn the actions of the responsible units and individuals;
Return all recovered artifacts and compensate Bruh-zil for economic and ecological damage under an internationally supervised reparations plan;
Surrender identified commanders and organizers for trial before the Valencia Accord Adjudicative Panel.
COALITION OPERATIONS: ROLES & TASKS
Command & Coordination
Allied Coalition HQ: Established aboard RSS Espíritu; Supreme Allied Coordinator appointed by Spin and ratified by coalition members.
Intelligence Fusion Cell: Immediate activation to process field reports, satellite/air reconnaissance, and naval interdiction intelligence.
Maritime & Air Security
Naval Task Group: Patrol chokepoints and intercept suspected shipments of looted goods; board and inspect merchant traffic under coalition warrants where probable cause is present.
Air Patrols: Establish armed air patrol corridors to prevent further deliberate environmental attacks (aerial incendiaries) and to interdict aircraft supporting criminal elements.
On-the-Ground Stabilization (if requested by Bruh-zil)
Rapid Reaction Forces: Special Operations detachments and engineering corps to secure sites, escort humanitarian relief and rebuild key infrastructure.
Cultural Recovery Teams: CDG units paired with Bruh-zil curatorial staff for artifact triage and transport to secure repositories.
Enforcement & Rules of Engagement
Use lethal force only to stop ongoing criminal acts (e.g., forced arson, attacks on civilians, pillage in progress) or to defend coalition personnel and protected sites.
Minimize civilian harm; prioritize non-kinetic options and capture over destruction when feasible.
DIPLOMATIC & ECONOMIC STEPS
Spin will open an immediate diplomatic channel with neutral observers (Valencia Accords Council, select neutral states) and invite them to monitor coalition actions to ensure transparency and legal propriety.
Trade exceptions: Humanitarian and civilian medical supplies remain exempt from sanction escalation; limited licenses for neutral humanitarian actors will be issued by the Imperial Trade Authority under coalition oversight.
Financial measures: Assets tied directly to Your-Pan units implicated in the crimes will be frozen; international banks cooperating with these measures will be publicly acknowledged and protected.
DEMANDS TO YOUR-PAN (FINAL)
Return stolen artifacts and provide an immediate accounting of sites burned and groups responsible.
Surrender the units and commanders who ordered or executed the operations for prosecution.
Fund initial remediation and reparations and guarantee non-recurrence through independent monitors.
Allow and recognize the existence of Bruh-zil and the Republic of Nether-Jim as a sovereign independent nation.

All Valencia Accords nations are not required to join the coalition but heavily encouraged. Any form of support is needed: Whether it be logistical, frontline, support, long range, close proximity, etc. anything helps the effort for Bruh-zilian freedom.

Fishland is ultimately staying neutral in this whole situation, as while we condemn the actions of Your-Pan, economically and militarily we cannot engage in conflict
