We have observed a perilous trend - when military units are granted the privilege to carry out executions based solely on unilateral identity determinations, this fundamentally transcends counterinsurgency operations and evolves into a systemic betrayal of the rule of law by state power.

1. The Bottom Line of Humanity Must Not Be Breached
   "Regardless of the causes of conflict, violence against civilians and systematic torture constitute crimes against all humanity. We condemn such acts in the strongest terms."

2. Procedural Justice Takes Precedence
   "Unilateral accusations cannot substitute independent investigations. The legitimacy of any military operation must pass three Geneva Convention tests:
   • Military Necessity
   • Principle of Distinction
   • Proportionality"

3. Zero-Tolerance Deterrence
   "The International Criminal Court has issued arrest warrants in comparable cases (e.g., the Situation in Mali). We support holding all suspected war criminals accountable, irrespective of their affiliations."
