- Demands to Government Forces · Grant third party investigative teams unrestricted access to conflict zones within 48 hours.
· Publicly disclose all records of Rules of Engagement (ROE) for military operations.
· Immediately cease inflammatory rhetoric such as calls for "extermination by the cruelest means." - Demands to Insurgent Groups
·Submit detailed timelines and geocoordinates of civilian casualty incidents.
·Allow Red Cross access to captured government personnel.
·Refrain from using civilian
infrastructure as military cover.
