You can easily add ignition dealy to a missile but you just can't add ignition delay to a rocket. The simplecheats file said you can add it to a rocket but the trues is it didn't work. I have been searching for the solution to it everywhere and it seems that nobody has ever noticed or mentioned it.

There is actually no ignitionDelay attribute for unguided rockets.
