Yes, PET was the initial name for Part Efficient Tanks, but since Part Efficient Trains already took PET, it was changed to PEV, Part Efficient Vehicles, before the first one released.

Yep, PEV is small at the moment, but basically it's just any ground vehicle allowed.

1. Yes, I forgot my passcode, and its not working for me. I am gonna check it when I can.
2. PEA stands for part efficient aircraft. It does not include cars and things.
There may be a PEA like thing that is for cars and trucks and all those fun things, but I dont know. @Monarchii, do you know of anything like this?
