I can understand than snowstone might be a secret base. But what's point the point of the other island? Both Yeager and Wright Island have big airport that is clearly a civilian. But there is no resort or anything there.
The road around Yeager is just circle that is lead to nowhere. With that big volcano u expect to at least have a resort. There is no evidence both of those place to have precious oil since there is no oil. Or even mines to for raw materials. There is no even trees for wood.

Theory: Krakabolan island could be a secret mining base the fact it owns a big, inactive volcano (it could hide various mine-able resources) and we also had the convoy assault mission in which we would blow up tankers and AAA guns, we may does not know what did they carry, but the explanation of the mission about them going on a fugutive mission after getting a secret blueprints, these tankers could be carrying a secret substance that can be used to make the said "secret weapon" and since they were called as rebels, they could be possibly originated from wright or maywar.

In fact, there is oil on Maivar, the island is controlled by the US? Krakabloa is a disputed territory with a US Air Force base and a separatist base backed by Russia/the bad guys. In turn, they have a base on Snowstone.
