Edit: Since I was asked for clarification, here is how the jobs work:
The section heads control the builders and test pilots in their section. The builders can either get a contract for the section head or someone else to build, or they can build of their own free will. The builders post the plane either unlisted on simple planes (or steam) and post the link on discord, the pilots download and fly the plane and give feedback to the builders.
