Normally, propellers won't work underwater, but if you press the little gear in the bottom right corner while hovering the cursor above the part, scroll down and press invert. It will most likely generate thrust, but not much. I suggest if you are building a boat, hide a vtol engine somewhere and use thrusters for propulsion while the propeller is used for decoration.
