Woo that was a long read. But I'm glad you put this out here because literally tons of games out there (C.A.T.S, War Thunder, Trackmania) use this technique to match up opponents. I can't believe nobody thought of this, me included.
@atgxtg XD yeah if you buy off of Microsoft websites or bricknmortar stores than you usually pay up to 100 dollars but there are plenty of people on small internet sites that sell them cheap.
Fast, reliable, cheap. Pick two or build your own :)
I build my own PC's it's cheaper that way. I have a fairly high end PC for 550 bucks.
Get a high end Pentium or i3 and 8GB DDR4 RAM. Then pick up a b250 motherboard or a similarily priced one to fit the socket and buy a 500W power supply from EVGA or similar reliable manufacturers. Then get a HDD or SSD (SSDs are pricey but waaaay faster than an HDD). Throw that in a cheap Raidmax or DIYPC case and boom, 450-600$ gaming PC. You can even pick up a cheap GT 1030 graphics card for under 90 dollars nowadays. Just be careful to make sure your parts are compatible!
As for your monitor get an old one off Craigslist, I got a 1050 x 1680 for like 50 dollars.
This is my setup and it runs 1500 parts at highish settings with no lag.
