Desktops are usually less expensive than laptops with the same performance, so perhaps look into those, and if you're fixed on a laptop... just make sure it's not ancient and will actually run simple things
@jfriss I'm pretty sure it doesn't though... how I know? I've set up my computer to warn me if the mic or camera is in use (through other programs) and it would be violating many laws... and Windows would have one big lawsuit against them.
Edit: I read up on it, it's not like they want to know who you are, or what you like, it's to help catch people using the software for malicious uses (such as... you guessed it, hacking)
