On a comment, there is an arrow next to the reply button. Pressing it will pull down a list of things, like permalink and report. One of them is "Block User"
Hundreds possibly, maybe thousands. He is a mod, and mods get ALOT of notifications I'm sure... I'm not sure because I am not one, but they might also get notifications about reported content and other stuff. Don't forget the spotlight feature.

Yes, it is a good thing to give an opportunity to show what unnoticed users can really do, but I think 10 a day would be good, there's always tommorow to do it.
I got 48 notifications after being off for about 6 hours, all were Spotlights.
There needs to be a thing where the number of spotlights are limited to each user a day.
Press your username at the top of the page. A little bar of stuff should come out. Press Manage account. Then press the box that has your current name. Type in what you want. Once you hit save, you will be directed to the login page. Type in your new username and password and voila!

Well I've abounded either because they were too dodgy for my skill or they didn't fly no matter what. Sometimes I didn't have time and just forgot about em.

I just checked and you can't anymore...
