It's been like that since upvotes replaced the star system. I think it's just to make sure the user pays attention to the notification. Of course if you get two upvotes before checking it, the number will just increase by 1.

Your planes are pretty good, but just a word of advice, don't act as if you get minimum upvotes, it'll annoy some people and Mabe discourage them from upvoting your stuff.
To be honest, if I ever made a mod (would if I could) and someone asked "ANDROID PLZ" (pls don't block me, this is an example) then I would not even bother. If they politely asked (Are you considering a version for android?) then I might.
Basically, if they asked, they're sabatoging their chance of ever getting an android version.
And no, I'm not making any mods anyways (as it's just an example, besides I'm an iOS peanut so I can't make mods anyways XD)
