Its ok now. Nose up problem occurs less at high altitude. Always remember that putting CoF little bit further from CoM makes your plane stable
Now it's performing pretty good! Just reduce the wing span slightly to make the CoF little bit further from CoM to avoid nose up problem.

Attach missiles close to the fuselage to make the plane more stable. Change inner wings to semi symmetric and increase the width of pitch control surfaces in it. Reduce weight little bit.
