This prototype wheel is pretty cool and can be for multiple purposes: whether it is wheel to some sort of car or a paddle on a boat.
As this is a part, you are free to use this on any of your projects[though recognition for making this part is appreciated :) ].
To use, simple move the VTOL bar all the way up or down. I also recommend you have a start point on a mountian slope as it looks really cool when it spins.
