If I had to guess, probably Jupiter. It has little to no industry and is widely considered the biggest hole in the Solar System short of Saturn. Difference there is that while Jupiter is a destination, Saturn is a death sentence.

albeit, only in the states, as alot of other places have meter gauge (3 ft 6 in) track and other random narrow gauge.
it is odd how a suspicious amount of narrow gauge railways died out around 1943 though like 1950 though. eh im just thinking too much.
