In early 1941, the German Ministry of Aviation (RLM), taking into account the likelihood of the US joining the war against Germany, adopted a program to create ultra-long aircraft capable of operating on targets on the Atlantic coast of the United States. In accordance with the program called "America-Bomber", German air companies were instructed to give proposals for the development of a bomber capable of delivering 20,000 kg of bombs at a distance of 7,000 km or 4,000 kg - at a distance of 10,000 km.

    In addition to performing its basic functions, the aircraft could be used as a strategic intelligence agent. Since it was expected that the effect of air raids on New York and other US cities would be more moral than material, the alleged order of serial vehicles of this class was limited to 24 aircraft.

The projects of the following companies were presented for the competition: Blom and Foss (BV R.184, BV-250), Focke-Wulf (Fw-300), Junkers (Ju-290) and Messerschmitt (Me-264 and Li P.08). Of these, only two (BV P.184 and Li P.08) were developed from scratch, the rest were upgrades of previous developments.

RLM specialists selected BV-250, Fw-300, Ju-290 and Me-264 projects for further evaluations, considering that the modernization of previous developments will significantly accelerate the construction of experimental aircraft.
