The Parachute Dropper can drop it's passengers anywhere on the map, just use the VTOL bar to open and stow the parachute, press 1 to release the passenger pod and 8 to disable the prop engines and front brakes, then use the brakes on the pod to nudge it around so that it lands wheels first. (make sure the landing gear is down when you release the pod, unless you're above water)
If after landing, the pod is on it's side, use the brakes in short bursts and/or move the parachute around in order bring it back upright.
Remember to always keep the parachute stowed while flying.
