What is it? I don't know, some kind of science test vehicle or something, I guess. This is a floatplane, but you'll want to get out of the water ASAP - It's not very stable there. Also, you see those beg vertical structural panels on the sides? Originally those were proper wing surfaces, but for some reason that makes it go into a spin.
