The I-2 biplane represented the development of the I-1 fighter, developed by Grigorovich as part of the mission for the first Soviet fighter with the liberty water-cooled engine with a capacity of 400 HP. The beginning of the design was started in the spring of 1924 and went in competition with the design team of aircraft designer Nikolai Polikarpov, who also designed and built the "liberty fighter — 400 HP" IL-400.
