The government chooses three companies to make the design the three companies were Boeing,LockHeedMartin, and Grumman. After 6 months of designing the government decided to choose LockHeedMartin’s F179 Nato name VIPER, LockHeedMartin was 2 steps ahead and not only made the VIPER a AirForce and Navy compatible aircraft but made different variants. The one the government chose to build first was the Air to Air variant.
