The Edgar 23 Vertical Takeoff "manned" short range rocket, a "plane" built by Fortune Industry, is a short range rocket built with a cockpit into it for those brave enough for a suicide mission, or close range recon. If a human is not piloting it, an A.I. will take over and fly it into the target, or over it for recon. The rocket is meant to land in water when out of fuel to be picked up by gunboats, or barges.
