Flounder (blimp)

The Flounder is a versatile cargo semi-rigid hybrid airship used in CIR lands to ferry goods between communities across the mountainous terrain of the Iberian Penninsula where trains are either impractical or haven't been restored yet.
A good testament of post-Crumbling society's ability to combine modern knowledge with old tech to make do with their resources, this aerostat possesses 4 engines connected to propellers that can be tilted both vertically and horizontally to make it easier to handle while landing and enable maneouvers such as hovering. This one has the maximum 13000 pounds of cargo in it's ventral gondola.

Controls:
VTOL to gain lift.
Trim to vertically tilt the engines.

@F32 You see. It can actually hover without tilting, but doing so helps in ascending and can aid in maintaining position against wind.

Is it an aerostat as described if it needs rotor tilting to hover?
