A failed experiment. This was built to rival the Chandler night reconnaissance plane, by making it float in water in case it was shot down. It WOULD have taken off ( pun not inteded ) if it could lift correctly. Insted, it dips down, then it goes up. Also, once it lands, it doesn't fly until it is towed to dry land. If you try to do a water takeoff, the plane will just go in circles.
