@UltraLight I took your advise and made this instead of a kite. Click me. I refer to waves a lot in that post, but I believe wind and terrain behave similarly with ocean swells

Lol idk, this just isn't a project for SP. First of all SP is really just for rigid bodies, a while ago some of the community put in a solid effort towards making a paraglider. Bagelplane and Asteriodbook345 are two off the top of my head if you want to check that out.
Additionally your surfboard is gonna need some crazy underwater wings if you want this to happen. IRL surfers can obtain almost 0 lateral motion through the water, which is why sailboats and things like this can tack upwind.
To be honest I don't think its possible currently to make a non-janky model of this. Maybe try making a solid kite(stand-alone) and then MAYBE it's possible. Hope this helped
