Is it an island's instruction?
First of all, use a helicopter or plane to go over the sea some time away from the land and press "Restart Here" to respawn. Then create a location there. You can now spawn the island.
Then use your favorite plane for flight to spawn this island as an AI in that location. After waiting for a while, the island shaking will subside and you can land!
( The runway "05" is a number that points in the direction of 50 degrees, so creating a location in that direction will make it more likely. )
The reason for respawning on the way is to reduce the speed of the aircraft to 0, and if the speed remains, the island will be affected by plate tectonics and will move a lot.
