Use Fine Tuner to scale it on its own, save as subassembly afterwards. Recomended method to place it on build is to grab a spare fuselage and connect it to the decal, connect the fuselage to your build, move it into the build on the side you want, remove connections. Reconnect one of the parts of the decal on the build. All parts are de-dragged and have no mass.
