The idea of ??a new aircraft with 25-30 seats (the future An-38) was born in India in 1989 during demonstration flights of the cargo-passenger An-28. For the first time, the ANTK named after Oleg Antonov showed a model of the plane in June 1991 at the Paris Air Show in Le Bourget (in Paris).

For the first time, the ANTK named after Oleha Antonova reported on the aircraft project, showing its model, in June 1991 at the Paris Air Show. The first An-38-100 aircraft began the flight test program on June 23, 1994.

It is very difficult to call the An-38, which is the successor of the An-28, purely Ukrainian. The aircraft, designed at Oleg Antonov ANTK, has been put into serial production at the Novosibirsk Aviation Production Plant named after VP Chkalov (Sukhoi in Novosibirsk). The design documentation for the serial aircraft was transferred to the VP Chkalov NATO in 1991.

The decision on the production of the aircraft was made by Antonov ANTK and Chkalov NATO in 1991, and in the following year the first series of six machines was laid. Among them, four are for flight and one each for static and resource tests.

The plane made its first flight on June 23, 1994; received an international certificate in April 2000. By 2005, 11 aircraft were produced; is produced in Novosibirsk, but individual components are supplied by Ukraine and Belarus.
