The M155 Equalizer is actually not needed nor included in the 1990 Forze Armate doctrine regeneration program. The 1990 program, though emphasizes on the extensive use of long-range guided munitions, does not mention anything regarding the use of mobile short-range ballistic missile launchers, as the idea was that that every ICBM is to be launched from silos and that cruise missiles were enough to fulfill the role of tactical ballistic missiles as well. However, operations during the Alexandrian Civil War proved otherwise. Cruise missiles do not have enough range nor payload to tactically destroy vital targets, and as such, the Forze Armate issued an order for a TEL capable of launching small short-range ballistic missiles. The Equalizer is General Instruments' answer. Development was quick using the old Campanian IRBM schematics, and deliveries started in 1996.

AG5 : open doors and activate missile
AG7 : activate stands
VTOL : TEL elevation

Another thing you can do is that because of the shape of the launcher, it can be camouflaged as a standard shipping container.
