On the bottom bar in designer, there should be the start button (obviously), then to the left, a HAND, then a SQARE with the X SYMBOL. Then exit to the main menu, go to mods, activate both.
Restart the game, then go into designer and XML and Fine Tuner should be next to variables (SQARE with X in it).
