During this period, armored units deployed to Bosnia, Kosovo, and various joint urban training environments identified a consistent pattern of vulnerabilities among early M1A1 tanks when operating inside dense city structures. The existing armor suite, optimized primarily for high-speed maneuver warfare in open desert terrain, proved insufficient against short-range anti-tank weapons, improvised explosive devices, and ambush tactics emerging in urban conflict zones.In late 1999, Army Materiel Command initiated a study designated Program U-17, intended to create a rapid-install protection system tailored specifically for close-quarters armored engagements. After evaluating several modular armor concepts, the UAEP design was selected in early 2001 for prototype fabrication and testing. The primary objective was to produce a package that could be mounted at field depots and forward repair points within 24 to 48 hours, without requiring deep structural changes to the tank’s chassis or turret.Initial prototypes, designated UAEP Block 0, consisted of bolt-on composite skirts, turret cheek augmentation plates, and a rear-engine slat array. These items were subjected to controlled blast trials at Yuma Proving Ground in mid-2001, followed by operational maneuver testing at the National Training Center in 2002. Feedback from armored crews led to refinements including improved attachment systems, added spall-liner coverage, and a revised underbelly composite plate designed to mitigate the rising threat of roadside explosive charges.By late 2002, the UAEP Block I configuration had reached expeditionary readiness.
