Not much info is found about this vehicle, so i will take a guess:
Tauchpanzer VIII was (about to be) a variant of the 188 ton Maus tank. Since it would be impossible to cross bridges, this underwater tank would be projected. By the end of the war, none is complete or found.
I cannot find a way to make it move around underwater, I have not tried but it should work in shallow waters, where the snorkel is exposed
