Throttle - Unfold rifle.

Pitch - Y axis aiming / jetpack thrust direction.

The jetpack is basically useless beyond getting to the water. The built in rifle has a projectile velocity that is roughly the speed of light, though, so your enemies likely wont know that you exist before they stop doing so.
