The Su-21 is a single-seat, all-high-altitude nuclear-powered bomber interceptor aircraft developed by order of the Ministry of Aviation Industry on January 29, 1970, based on the Su-11 aircraft and designed to deliver tactical nuclear weapons strikes against area ground targets; state testing was completed in December 1970. The Su-21M was equipped with two gun pods and R37 air-to-air missiles.
