The HRA-19 Starlet is a 2-2 seat config single-aisle regional turboprop airliner, mainly made to do mid-density island-to-island hopping and to do some short-range for to be the newcoming startup airlines-friendly goal for more reasonable price tag and operating costs than HRJ-18 Starmaster. HRA-19 Starlet currently is supposed in the goal to more revolutionary in making small regional carriers more profitable for operating with both a small number of passengers and cargo in both regional routes and longer short-range routes, here was another aircraft fitted with Starmaster's tail in order to cut production cost.

Initially, there was no additional upper fin at the Starlet prototype built of Starlet, just like the Starmaster regional jet. But it was very prone to lost the stability and both fin in the lower tail wasn't enough. So upper fin was added for stability (and safety) reason though the production cost is a little bit higher.

The Starlet did not sold well, but proved valuable and did prove very good at the job it was designed to do and in operating from any unpaved runways such as gravel, grass, (or for some reason, even sand and snowy runways!) due to its engine design and strong suspension with the operators which did buy it mostly still crowded (but not really) on order list to this day. It was even can be ordered for general aviation uses!
