The Spark was the USS's first strategic bomber built after the Crumbling. It's purpose was to replace the old, irreplaceable Crumbling-era long-range patrol aircraft. These patrols, intended to either stop and potentially sink unauthorized interoceanic ships, are part of the USS' zealous monopoly on inter-oceanic trade.
These aircraft in particular are, configured as bombers, as Sparks are also used to strike on targets far away from the coast. Like the other early USS floatplanes, Sparks can be equipped with wheels in order to operate from land. Typically, these are used from landing strips belonging to allies or from coastal colonies, and it's used by sanctioned mercenary outfits is more tightly controlled than lesser airplanes.
