The car is not riding or being pushed by the wind like a boat. But it always drive against the wind, and the faster the wind is, the faster the car goes. It works by using the wind to turn a turbine that is connected to the wheel.
Best way to turn it is by using the VTOL slider, or use yaw to turn it a little bit more. And use trim to make it goes totally straight against the wind because of the unbalanced drag.
Top speed is 23mph at 200mph wind.
It uses no XML mods.
