The Veiian army recognized the T4 series' firepower and survivability but realized its sluggishness demonstrated in the streets of Maloor. The Maneuver Combat Vehicle Program was launched to develop a more reactive gun platform (also to test the capabilities of domestic industries) in 1985. The submissions would mount the high velocity 105mm T20.

Ditching conventional tank design, the young Twin Lakes Heavy Industry developed a modular 8-wheeled gun platform that could be converted into an armored personnel carrier. All of the crew would be in the hull, improving survivability. An air conditioning unit is installed on the right side of the platform for crew comfort and to cool the computer running the fire control system. Confident in their design, Twin Lakes named their submission the “Chupacabra II” after the Mobile Gun System used in the Civil War.
