Semi-fire-and-forget guided torpedo

Hey all, I've been looking at some Cleaver-powered airplanes recently and realized it might be a good idea to try to make some guided Cleaver-powered weapons. My first thought was a torpedo, because I am bad at aiming torpedoes. This is what I have right now: https://goo.gl/WDCXvX . So far, I have only tested it by aiming it in the general direction of the USS Beast group (usually offset to the right by a few degrees), locking, and firing. It is able to adjust its heading and goes quite nicely for the first few thousand feet, but then starts to oscillate from left to right. It's also rather slow (only 180 MPH). Does anyone have any ideas, or should I just stick to using regular AGMs?

    Probably yous should use AGMs because they have more speed but clearer stays close to water/land and is not that random in its path.
