I think 5 will be good for your tank.
With 5 hp I got 75 mph @Saikanadian
I made a small thing with 50 hp and weighs 1030lbs. Top speed was 180 MPH so I will lower the power but I have to remember tanks weigh tons more than this. Do you have an unlisted copy of your tank?

If you’re not on iOS then download the overload mod.
Then connect a wheel to an engine and open overload. Then look for MaxAngularMomentum and change to anything lower than around 60 but above 25
