Uh... i just crashed my wasp under the ice base and i got it
Start at the Ice base. Now take the little bugger and attach a parachute to the top and set the size to 300%. Slowly drive off the Ice base and as you’re falling, open the parachute. Once all 4 wheels touch the mountain surface, release the parachute and tumble down the mountain. You should land on top of undermountain docking bay and discover the location.
To get the ice base location, download the flying cockpit aircraft. The link to download is here: https://www.simpleplanes.com/a/QQkExr/Flying-Cockpit
Start from Ice base assault and whenever you’re about to get hit by missiles then click “restart here.” Once you’re in front of the Ice base, add the current location. Now exit, and switch to the twin prop and add a parachute and some airbrakes to it and glide in.

It's close to the Ice Base.
You first want to go to Avalanche Airport. From there on, you must take something that works both on land and water. I recommend you first fly around the Ice Base and look in the water below it. There should be the Docking Bay.
Now, after you saw where it is, take your boat and sail to it. Be careful as you might run into some ice spikes along the way. Plus, the space around there is really tight.
