Search "Parts" tags, you'll find a few sets of parts with collision turned off. There's actually a set that's titled something along the lines of "Every Part with Collision Turned Off".

They basically make parts collide or phase through another part. It can only be activated or disabled via XML modding. An I'm not an XML modder.
