IRL, the motors require tremendous amounts of torque to lift up a tank... @CODENAMEBOB

Irl you could probably do that but I doubt it would be a tank, probably just a quick unarmed thing. In SP tho anything is possible

Just Take some hinge rotators and attach a plow/bucket to flip the other tank. and yes like golden eagle said it would take alot of force.
It is possible, however, ypu would need a strong metal to build it that can handle a tank's weight and flip it over. (IRL)
But if you will make it in sp, it is really possible...
