Preamble:

"In the name of His Imperial Majesty Kaiser Albert IX, the Martorian Reich, as guarantor of the sovereignty and territorial integrity of small states"

Having established the facts of unprovoked and ongoing military aggression committed by the Central Coastal State (CCS) against the sovereign Republic of Potatoes (RoP), the Martorian Reich notes the complete failure of diplomatic mechanisms and the entry of the situation into a phase that threatens overall stability in the region.

The Reich considers the aggressive actions of the CCS, including the invasion of the internationally recognised territory of the RoP by ground forces and the blatant disregard for ceasefire resolutions, to be acts of pure banditry, a violation of all norms of international law and a direct threat to the world order established by the Reich.

Having exhausted all avenues for peaceful settlement and guided by the principle of Pax Martoriana, the Martorian Reich presents the following final and non-negotiable demands to the government and military command of the Central Coastal State.

Ultimatum Demands:

1. Complete and unconditional cessation of all hostilities against the Republic of Potatoes, effective at 00:00 Central European Time on 25 December 1982.
2. Immediate and complete withdrawal of all armed forces, paramilitary formations and mercenaries of the CCS to the positions they occupied prior to 1 November 1982, no later than 72 hours after the ceasefire. The withdrawal shall be carried out under the supervision of international observers appointed by the Reich.
3. Complete and unconditional surrender of the government and high command of the Central Coastal State. All powers to govern the country during the transition period shall be transferred to the Provisional Administrative Commission (PAC), formed and controlled by the Martorian Reich.
4. Unconditional demilitarisation of the CCS. All heavy weapons, air defence systems, missile complexes, as well as the main fleet and military aviation shall be transferred to the control of the Reich's occupation forces for subsequent liquidation or confiscation.
5. Extradition for trial as war criminals of all persons listed in the attached list (Appendix "Alpha") responsible for planning and committing acts of aggression and crimes against the civilian population.
6. Assume full financial responsibility for the damage caused to the infrastructure and economy of the Republic of Potatoes, to be compensated in the form of reparations determined by a special commission of the Reich.

Terms and Deadline:

· This ultimatum is final.
· Full and documented agreement to all points (signed Act of Surrender) must be received by the Reich Ministry of Foreign Affairs in Adelburg no later than 23:59 on 24 December 1982.
· The response must be delivered via a neutral intermediary (Silbertral) or directly to the Martorian representative at the border.

Consequences of Non-Compliance:

In the event of rejection of these demands, disregard of deadlines, or any attempt at sabotage, the Martorian Reich will consider this a refusal of peaceful settlement.

Starting at 00:01 on 25 December 1982, the Martorian Reich reserves the right to use the full force of its military and economic power to compel the Central Coastal State to make peace. All subsequent destruction, human casualties, and ultimate loss of sovereignty will be solely on the conscience of the ruling clique of the CCS.

Peace or fire. Order or chaos. The choice is yours.
