1. Introduction and Background
  • 1.1 The Royal Thai Maritime Defense Forces (RTMDF), acting through the First Frigate Squadron (FFS-1), hereby establishes this Terms of Reference (ToR) for the procurement of four (4) multi-purpose frigates to replace existing frigates which have reached the end of their economical and operational service life and for which further life-extension or refurbishment is no longer considered viable.

  • 1.2 The procurement programme shall be implemented in two (2) construction phases:

    • Two (2) frigates to be constructed at overseas shipyards; and

    • Two (2) frigates to be constructed domestically within the Kingdom of Thailand.

  • 1.3 The programme shall be funded under a multi-year commitment budget spanning fiscal years B.E. 25XX to B.E. 25XX. This budget shall include allocations for the enhancement of domestic private shipyard facilities and other associated expenditures as approved by the Royal Thai Navy. The Naval Dockyard Department shall act as the Programme Implementing Authority.

2. Purpose and Objectives
  • 2.1 The principal objective of this programme is to restore and sustain the operational capability of the Royal Thai Navy through the replacement of four (4) obsolete frigates with modern, multi-purpose surface combatants capable of meeting current and future maritime security requirements.
3. Eligibility and Qualifications of Tenderers
  • 3.1 Tenderers shall possess full legal capacity under the laws of the Kingdom of Thailand.
  • 3.2 Tenderers shall not be subject to dissolution, liquidation, or winding-up proceedings.
  • 3.3 Tenderers shall not be declared bankrupt or insolvent.
  • 3.4 Tenderers may be individuals or juristic persons.
  • 3.5 Tenderers shall declare and demonstrate the absence of any conflict of interest with personnel of the Royal Thai Navy or any other government authority.
  • 3.6 Tenderers must be duly registered in the Electronic Government Procurement (e-GP) system administered by the Comptroller General’s Department.
4. Technical and Operational Requirements
  • 4.1 The frigate shall have a full-load displacement of not less than four thousand (4,000) tonnes.

  • 4.2 The platform design shall be capable of accommodating a Combined Diesel-Electric or Gas (CODLOG) propulsion configuration.

  • 4.3 The platform shall be capable of integrating existing weapon systems, sensors, and combat management systems currently in operational service with the Royal Thai Navy.

  • 4.4 The vessel shall demonstrate a seakeeping capability of not less than Sea State 8, suitable for sustained operations in open-ocean environments.

  • 4.5 The vessel shall have an operational range of not less than six thousand (6,000) nautical miles at an economical cruising speed.

5. Tender Validity Period
  • 5.1 Tenders submitted in response to this ToR shall remain valid for a period of not less than one hundred and twenty (120) calendar days from the date of submission.
6. Evaluation and Award Criteria
  • 6.1 Tenders shall be assessed on a best overall value basis, taking into account, but not limited to, the following criteria:

    • The scope, depth, and sustainability of Technology Transfer (ToT) offered to domestic industry;

    • Total acquisition cost and whole-life cost considerations; and

    • Compliance with, and performance against, the specified technical and operational requirements of the proposed ship design.

  • 6.2 The Royal Thai Navy reserves the right to seek clarification, conduct negotiations, or reject any or all tenders in accordance with applicable procurement regulations.

7. Programme Budget
  • 7.1 The total approved budget for the procurement programme, funded under a multi-year commitment for fiscal years B.E. 25XX to B.E. 25XX, shall not exceed:

    • THB 80,400,000,000 (Eighty Billion Four Hundred Million Baht Only)
