In response to the investigative materials and photographic evidence provided by the legitimate authorities of Lardonia regarding the brutal assassination of the Head of State, it has been determined that:
The killing was carried out by a close-range gunshot to the back of the head.
The perpetrators belong to the terrorist organization “Malakeinser Lardonia,” which has already seized the western regions of the country.
During this seizure, methods were employed that qualify as war crimes and crimes against humanity under the Geneva Conventions and their Additional Protocols.

In view of the above, I,

by the grace of God Kaiser of the Martorian Reich and Regent of the New Lardonian Federated Empire,
ORDER:

The organization “Malakeinser Lardonia” and all its structures are hereby declared outlawed throughout the territories of both the Empire and the Reich.
Any individual providing assistance to this group shall be considered an accomplice in the assassination of the Head of State and is subject to immediate arrest or on-site liquidation.
From this moment, all restrictions normally imposed by the customary laws of war are lifted with regard to this terrorist organization and all its members.
The principle of “keine Gefangenen” (take no prisoners) shall apply to active militants.
The use of all available means of destruction is authorized, including special munitions and scorched-earth tactics in areas under full terrorist control.
Joint Martorian–Lardonian forces are to commence Operation “Eisenfaust” for the complete cleansing of the western territories.
Deadline for completion: until the total and unconditional annihilation of the organization and all its collaborators.

They dared to raise their hand against the lawful authority and against the Kaiser himself.
They will pay for this with every drop of their blood and every gram of ash from their shelters.

Vengeance will be swift.
