    You've found the right guy (^^)
    |
    1: go to the game's main menu then click on mods,
    |
    2: there is a mod the game already comes with. Called Overload. Active it then enter the simple plane editor
    |
    3: after activating the Overload mod. A new button will appear in the play button section. Click it and It will open the XML menu
    |
    4: then click on the button that says Part then click on FuelTank then make the fuel and Capacity to any number you want
    |

    You just use overload and then set the mass to 0, and reduce the size either with fine tuner or overload, and modify the fuel amount with overload.

    @TheLoadingGorilla You can do both with Overload here. Fine Tuner is redundant 98% of the time. It's only useful when you're rescaling an entire craft/subassembly.

    You can just use the overload mod and then resize it with the fine tuner mod
